Ideal server settings for efficient usage and functioning

In fear of PHP vulnerability attacks going on right now I updated PHP version from 8.3 to 8.5 in my cloudpanel for VPS Hosting. Now my website is not opening due to restrictions of limited CPU usage set at 60% . While my CPU usage showed 24%, my website was still not opening. Upon inspecting using AI, the diagnosis showed "Multiple PHP-FPM workers for website: several active workers, with the busiest around 17% CPU and others around 8%". I have then removed the CPU usage limitation after which my website started working fine.

I am wondering what is the ideal server settings for efficient usage of sever resources and smooth functioning. Need advice from experienced members in the community.
